Verdict so far: conditional — it passes as a home, but SCN-001 showed it fails the Oeiras-based weekend-crossing scenario (CE-D, 0.3 m wave limit, sail-walls, 5 kn). Viable only if the base is Parque das Nações and trips stay inside the Mar da Palha — i.e., it hangs on DEC-004.
